You do realize people are gonna be swarming you demanding to know when the final Pokemon Parody will be up and potential Keroro parody and even P3 parody if you're still going through with it. Yeah, I used GIMP for the fog. Solid noise, yellow-hue colorize, and slightly lowered opacity.

Ah, fun. I've tried to do GIMP, but I'm too much of a derp to understand how to do it. So I just stuck with SAI. I mean, GIMP charges for the tutorials. :/

GIMP charges...? D: I just Google GIMP tutorials. I got a pretty cool one for water surface effects.
I wish I had SAI. Everyone who has it has really awesome and good-looking art with smooth lines and stuff. :C

Well, they charge for their own tutorials, as far as I know.
SAI is ok. It was a pain to get, though, since you have to go through all these steps to translate it and stuff. :/
