This is the kind of painting that really draws you in and it seems like you could stare into the character's eyes for all eternity. There is definitely a sense that the character is trying to tell you something - perhaps she is distrustful, skeptical or distressed. The point is you don't know what she is thinking, and that is why you could stare back at her for a long time, wondering what she is thinking.
In terms of improvement I have a few suggestions:
- There is so much wonderful detail in the character's face that other areas that have less detail seem unfinished. For example, her hair and the scarf. The folds in the scarf appear rushed and there does not seem to be much definition in the fold shapes. As for the hair, adding more highlights and hair strands might liven it up.
- Overall the shading is very good, but some areas could do with a little more darkening. For example where the hairline and the face meet there is very little defined shading. Also, the eye socket could do with a little more darkening especially from the eyebrow downward. As it is the eyebrows seem a little floaty because they do not cast a very strong shadow.
These are only suggestions and only intended to help add to an already fantastic painting.

I am not sure if this was intentional but for some reason I am reminded of the story the Omen. It's probably just me stereotyping because of the red eyes and that's hardly fair of me. Onto the non-stereotype review, I LOVE IT! Sorry that was a little forward, what I meant to say is I am very impressed by the technique. I have worked with many digital artists during my time on DA and I have always been impressed most by the technique which mirrors actual paintings, it adds another layer of realism which in my eyes brings the image more life and in this case it feels like those piercing red eyes are looking right into my soul (I'm not still thinking of the Omen I swear).
The subject of the portrait has a sort of paradoxical look of predatory innocence meaning even though I think I'm looking at a child those eyes automatically make me think of danger, which is a direct class of the two visual elements and I'm a big fan of stuff like that. So this digital portrait really stands out to me both in realism and in the feelings it evokes, very nice work and I would love to see more!

Part of me was thinking the omen and another part was thinking Vincent Valentine from the Final Fantasy VII franchise (for the red eyes). And it is a good piece, glad I was able to spot the meaning

I love the detail you put into this! The way you did a 'painted yet realistic style' give's it a unique look. My favorite part is the contrast in the scarf and eyes. The bright red really set's it off and gives a definite vocal point. All in all, great job!
