Well, I use two programs to animate my cartoons (or very rarely three, depending on whether I need it or not).
1. Microsoft Paint (the program I use for drawing right now, until I get a drawing tablet). Call me old-fashioned, but I'm just so used to this program! XD
2. Windows Live Movie Maker (for the animation, sounds, etc).
3. Optional: GIMP (GNU Image Manipulative Program). I used this often for drawings, but rarely for animations. I use this for my drawings look much better than what they initially would be. I've had the program for a couple of years, but I'm still learning!
