Naw, not drowning. The problem with Tarot is a lot of the symbology can come off as disjointed or just plain weird.Ā 
So here water symbolizes "spirit" or the subconscious mind and those people are waiting to be reborn into symbiosis with....that...spirit....so...
Okay it's fucking creepy and weird, haha. XD
