Altair would win simply because he is an Assassin and Garrett is "just" a thief. Garrett has no real Combat Skills, no short ranged weapons and all his Items are more for Stealing, climbing and hiding and not for attacks
Sure he has a few arrows that can Explode, but I don't think he would be able to hit Altair with it, even though he is really good with the bow.
Altair is skilled in fighting, he has weapons and always his hidden Blade at Hand, so if he dodged all of Garretts Arrows or just simply grabbed the smaller Man by his cape, he could kill him easily
But it also depends on the area. in Bright Daylight Garrett is fucked, when it is dark, he could have a chance to sneak up on Altair and kill him as well, but I guess Altair, being an Assassin would finish Garrett before he would be able to shoot him.
