One day Meowth was trying to steal a bunch of Pokeballs. Too bad for him, he was caught by police dog Arcanine who just ate a lot of gas-inducing berries.

Even if Arcanine was doing it to punish Meowth, he was glad for an excuse to let his gas out on another mon. And Officer Jenny isn't showing up anytime soon, which means the fire dog can continue this torture for pretty much as long as he likes.
