Uhh... nope, she ain't serving submarine sandwiches to anyone, but rather, she's in service to the submarines of the fleet as a submarine tender, providing them with maintenance as well as supplies whenever they run out of them.
Yep, it's Taigei ("great whale") from Kantai Collection, the IJN submarine tender who would later be refitted into a... guess what. >:3
