Two ways;
#1 On the bottom right of the STOLEN image there is a link that says 'report deviation'. It pops up a window, within that there is a section called 'my work used' on the right. Click that. Fill it out, hit send.
OR..
#2 At the bottom of any page on dA there is a link 'contact us' within that there will be a second link to the 'main customer service' then you pick 'Abuse Report' as the category and fill it out.. Put the person's name of who stole your image (do not use :dev-usernamehere:). A link to your image. A link to the stolen image.. and hit send.
Option 2 is a little more effect but slower, in general.

and also, thank you so much...i think im going to wait a little to see if he decides to remove it himself, if not i guess ill have to report him...but looking at his gallery i feel like almost non of his deviatios are his.

If it's removed; then no. At that point they (dA) won't do anything.
You come upon another theft of your or anyone else's image tho.. report it.
IMO: It's better for people to learn the hard way that stealing is not okay.
