yeah... lots of things are bouncing around in my head at once and lately the baby has refused to let me get much work done during his waking hours. Once I'm done lining the adopts, I'm going to finish a commission, then color the 4 horsemen adopts, and if I don't have any more commissions by then, then I will go back and finish them. Sorry it takes so long! >.<

Just Paint tool sai.
I used to think I had to copy/paste to gimp to do the transparent background and everything, but you only need Sai. Just save as a PNG and select the "every pixel has opacity" option. That will make anything NOT painted transparent. Just make sure that the opacity of whatever you are using to line is at %100.
