This is Artemis Hind.

Hind is a Legrathian slaver. His reptilious species comes in a wide variety of breeds, shapes and sizes. They can be carnivorous or herbivorous but all Legrathians are cold-blooded and are commonly known throughout the galaxies for their short tempers and low wit. Legrathians never achieved their own technological evolution, but learned to steal and manipulate the technology of other species they encountered. Because of this their space travel is fairly limited, and few of them leave the quarantined galaxies without assistance from others. Most Legrathian spacers scrap together their ships from pirated or scavenged vessels. They are vulnerable in space warfare and will most commonly flee from a fight. But once on a planet's surface, they are a race to be greatly feared. Thought to be more savage than most beast species, Legrathians have been know to kill outside of conflicts, sometimes even devouring those who cross them.

Artemis Hind made his mark through the slaving industry, a profitable and common trade in systems outside of the Federation's control. Throughout his long life he has hunted and sold many an alien species without remorse. If a race showed potential in either the sex or labor markets, he and his men would snatch them and sell them. Hind specializes in "large game" capture, using a pack approach with his team to swarm and overcome subjects of significant size and strength. Because of these many intense encounters, he has walked away with several scars, reminders that no matter how long he's worked this trade, people still believe in fighting for their freedom.
