I had a lot of fun with this, second piece done with my improved understanding of color and lighting relation~
that's right, no burn/dodge tool used, no smudge, just round brushes for the main subject, and only 3 layers used for Amaterasu and her mirror~

I used to use the burn and dodge tool oh so long ago... decided it made everything too ugly and switched to all brushwork instead.

possible cause, The traditional-medium artist was ran out of ink, then chose acrylic, or the digital-medium artist used traditional method in his digital painting.
