NEW PHILIPPINES
New Philippines is the capital planet of the Federal Republic of the Philippines, it is located in the Core Worlds of Human space. Although New Luzon is the most populated Philippine planet standing at 1.6 billion, the Philippine Government still chose New Philippines because of its similarities in climate and biosphere to the actual Philippines on Earth. The Philippine Government also chose New Philippines as the capital because New Luzon is just one Mass Relay jump away from the Arcturus Relay Junction, a possible route for invasion fleets from other nations.
Just like the United States of America, the Philippines is a Four-Tier Republic, with the Federal government on top, followed by the Planetary Government, State/Territory Government, and Local Government. Every Planet has their own Planetary Congress, but they also send representatives to the Philippine Congress in New Manila in New Philippines.
HUMAN SPACE
Shown in the Map above is the map of the Core Worlds of human space as it is in the current year of 2357.
When the Mars Prothean Archives was discovered in 2086, the first relay, Charon Relay, was opened in 2091 and lead to Arcturus where there are 10 more Mass Relays, Arcturus eventually became the main hub of human space giving popularity to the line: “All relays lead to Arcturus.”
The Systems Alliance was founded in the same year of the discovery of the Mars Archives. It is given control of the Core Sector, Utopia Sector, and Prometheus Sector which are full of many exclaves of various nations. Earth is also under control of the Systems Alliance, but the nation-states still have territories there.
Arcturus has seven ‘branches’ and these branches eventually split, 7 powers have been given control of these brances which are: the Philippines, Mexico, China, the United States, the European Federation, Brazil, and India. These branches also split as you go farther away from Arcturus, the main 7 powers eventually give these split branches to a nation under their influence or a close ally, the first split-branch given was from the Philippines to Japan.
So far, no intelligent alien life has been encountered, but this could no longer be true if the rumors coming from the Chinese Outer Colony world of Shanxi are true.

Are all the countries on the map (the ones with flags visible) independent of the SA?

The Systems Alliance isn't a nation, it is more like the current day UN but with more power and its own navy led by selected Admirals from its member states. The central part of the Star map (Arcturus, Sol, Utopia, and Prometheus) acts like a United Nations Trust Territory but this time is under the Systems Alliance.

I have a new starmap currently in the works, I will probably finish it by Friday. I would like to point out though that the maps I make aren't Canon they are fanmade by me. As you can see, in my Background Info, they found the Mars Archives in 2086 instead of 2148 in original Mass Effect Lore.
