This is really a reference to an amazing fan fiction my friends and I read. My friend asked me to draw it after reading a chapter where America basically loses it. I also based the picture off a screenshot from Higurashi.Fanfiction: Seven Little Killers [link]

Yeah, I think it was that scene. Shion was dressed as Mion and tortured Satoko. When the little girl finally dies, she remembers she promised Satoshi she'd look out for her (granted he thought she was Mion). Bam. There's the shot.
