Nah not really. They may share some similarities, but saying the are "EXACTLY" the same is a bit of a stretch.

In the mega man universe the characters are robots. Saamus is a human in a suit. Just because they both are female and have a arm cannon doesn't make them the same. That's like saying all muscular male characters the wield a sword are EXACTLY like He-Man.

Besides this was just a fun character exercise.
