Yup! Stockman will be there...and a subplot in the episode is that the Turtles go against Splinter's wishes to hang out with April!

Which is a bit upsetting to me because on both IMDB and TV.com, this was the synopsis: When the Turtles sneak out against Splinter's wishes to spend time with April, they battle Baxter Stockman, a deranged inventor in mechanical battle armor.
Maybe she was supposed to be in the episode in the early draft, but then it got scrapped. Either way, good episode. We know she'll be in "Monkey Brains" so that should be fun.
