Hahaha, well to be completely honest with you, this is an older picture, and I did this in Gimp (this was back when I used it slightly still and I was just getting used to PS... now I don't even have Gimp on my Mac anymore lol) Bit to be honest with you, I couldn't tell you exactly how I did this in Gimp because frankly I just don't remember sadly My best bet for you would be (if you have PS) make your canvas 3200x1800 and work with a 1 px pencil. That'll probably give a similar look to this. Also, play with blending modes on a duplicate layer such as lighting, and mess with the opacity a little bit. Hope that helps. Thanks for stopping by!

Thanks I duplicated the layer, increased its brightness with hue/saturation, blurred that pic, and decreased the opacity
