Rappaccini knew that to truly demoralize Arkansas after it was conquered, he needed false hope. He was able to get that in the form of Chrome Kite President Hasam Arbini - a visionary trying to paint himself as a futurist wanting to rebuild Arkansas as a techno-paradise, flaunting himself as being wealthy like a Saudi prince. Enslavement of much of the workforce toward vanity projects, pointless facelifts to buildings to futurize them, etc.

Deep down though, Arbini bore Rappaccini's hatred for families that rejected globalism. Their demoralization and destruction was what he really lusted for. But he also wanted to keep his regime's image clean on paper and on TV. Being able to spin themselves as the good guys was imperative to him; as was appearing reasonable.

This put a lot of strain on him and his cabinet, as each of them was a fanatic in their own right.

Secretary of Energy Hatori Ikomara wanted to experiment with more forms of Tug tech, even though the money needed to go toward better Penditulum tech to deal with the increasing amount of Apthalan activity being spotted. Ikomara feared that negligence on this not only would lead to Frontliners eventually learning how to disable the Tug, but would also give Malrquaanites opportunities to evolve new forms of Tug resistance, leading to a new Sodality destroying the regime!

Secretary of Agriculture Birch Thunders wanted Ikomara to push green energy, and give off a better air of benevolence to make any invaders appear less justified. He also wanted to encourage gardening among residents, in spite Gina wanting them to become more dependent on government handouts for everything.

Secretary of Education Gina Swinton was nearly hysterical any time her curriculum was criticized, and hated Ikomara and Thunders' proposals for making too much sense.

General Will Clamdor had way too much of an appetite for violence, and a desire to feast it upon political dissidents, no matter the collateral damage! Arbini feared that Clamdor would one day prove too much of a loose cannon.

Finally, there was the Secretary of Commerce, Richard Swean. Usually right about finances, but closed-minded and rude. Swean was very full of himself. Rappaccini wanted Arbini, an Arab, and Swean, a Jew, to work together harmoniously. Arbini knew this would be a challenge; but was determined to see his vision through.

Many Arkansas residents saw through Arbini's horsehockey, even if they dared not say so out loud. They knew he tried to paint himself as "at least more benevolent than that nut Halal Affadidah in Ameristan;" but that was setting the bar pretty low.
