It's Clip Studio Paint Pro, which is a drawing software specifically designed for artists who make webcomics.
When you purchase the program, you download both the drawing software and the attached software with a sort of "store", where you can find all kinds of things from brushes to 3d models. Some completely free, and some paid. It's community based, so everything you see is made by someone else using the program. It's super cool and an awesome software that I can only recommend!
