Description
My Submission for 's "Senshi Prom" Contest.I'm so glad I fianlly got it done!
It's Sailor Neptune at the prom with Usagi and Mask looking up to the moon on the balcony behind her
I chose to make the BG Black & White to make Neptune stand out more, since she was my main focus.
I did, however, originally color everythingβ I did the B&W on Photoshop after scanning.

I put an effect on it tho and I'm thinking about uploading it without the effect (I used Poster Edges on Neptune)

I can't really tell that it has an effect on it.. The moon looks like it does, but the rest doesn't

No that's from the neon glow I used to make it B&W, I ONLY used poster edges on neptune. That was what I said .__. and Ive changed it now
