He's watching over the people on the platform and making sure everyone boards the train safely. He's up there so he can see over the crowds.

but the train is already/still rolling and the people on the platform are safe cause the gates (yellow) are closed

But the train just left, so he had to be there, and the next train is arriving in literally one minute, so he has to stay... so why should he get down from there? It's his post. He stays until rush hour is done.
