I'm pretty sure this is canon, at least in the Archie-verse. And that makes Dr. Wily an even bigger jerkwad in 4 than he was before.

Yeah, and it just makes it all the more sad the series got dropped right when it was getting down to what was sure to be gut wrenchingly painful, especially since they went out of their way to establish Cossack and some of his robots as friends of the Light fam :c Archie!Wily would've surely outdid himself here
