Description I have been getting into One Piece lately, I haven't actually started watching the series yet cause the length of it is a little intimidating to get started, but I have a few friends who have watched all the way through up to this point and got me really interested in the world building and the characters.

This was not intentional on my part but my Salazzle Pirate girl Kaida is a lot like the main character of One Piece, Captain Monkey D. Luffy; The both of them strive for absolute freedom and their way of doing that is to become the King/Empress of Pirates, that is their ultimate dream but they are in it for the journey and will build up the dreams of everybody close to them along the way regardless if that dream is realistic they will find a way to bend heaven and earth to make it happen, and be a menace to everybody who stands in their way.

This got me thinking of another character Marshall D. Teach aka "Blackbeard" Luffy's main Nemesis, perhaps not his ultimate antagonist but somebody for whom the conflict is very personal cause Blackbeard is like a dark mirror of what Luffy could be. The two of them are also the same in a lot of ways, so much so that it actually disturbed the usually happy-go-lucky Luffy. Dreams are also very important to Blackbeard but he only cares about his own dream of being the Pirate King, however his idea of Absolute Freedom comes at the expense of everybody else creating a world of Absolute Anarchy!

I was thinking about this for a while and came to the idea of how difficult it would be for Kaida to fight somebody who's too much like herself but set squarely opposed to her and what she believes. Some of Kaida's best qualities are how Stubborn, Greedy, and Determined she is. She refuses to settle for anything but an absolute victory, but what happens if she had to go up against somebody who is just as stubborn as she is, like two unstoppable objects clashing against one another?

That lead me to coming up with Kaida's Nemesis, Captain Kassar Horigold. I based his name off of Benjamin Hornigold a famous Pirate turned Pirate Hunter during the Golden Age of Piracy in the caribbean. Also Empoleon literally kinda has a Golden Horn on their face.
Empoleon is also is the perfect counter to Salazzle in types: Fire/Poison vs Water/Steel. Water beats Fire but Fire beats Steel, Steel is usually immune to Poison but because Salazzle has the ability Corrosive they can Poison even Steel types.
I am thinking of making him an Artillerist Artificer 

While Blackbeard has the same dream as Luffy but tries to get there with darker means to an end, I was thinking of having Kassar be on the opposite side to Kaida and they are both very annoyed at how similar they are in actions cause their ideals are opposite. Kaida cares about Absolute Freedom so Kassar cares about Absolute Control. In his ideal world there would be no more pirates, no land unclaimed, no treasure unfound, no power unmanaged, no more adventure, just one big world empire.
