Apophysis 7x.15C, raw fractal.
So...
It's a modification of splits/elliptic (used separation instead of splits) style with Xaos experiments. And some stars.
Try crackle + starblur (starblur is a plugin by *zy0rg ). 
I got inspired by those nice macros of water drops with some glitter on them. There are plenty of such images of deviantART, you surely have seen one already.
