Thank you I actually had a longer reply ready . . . But I decided it would probably bore you so I'll get straight to the point.
So in short I decided to look at different anime screencaps from the 80s, 90s, early 2000's and modern anime, many of which I watched when I was a kid, in order to get an idea and feel about what to include and what to avoid. I advise you to do the same because I can only talk about my work process and how you decide to go about this might be different.
In the end for the overall feel I decided to go with something that either looked like it was done on a slight budget, or suffering from low quality due to the way it was taken. This was due to the fact that a lot of websites I used to visit over a decade ago were fansites -- several of which had poorly taken anime screenshots on them (many were actually photographs, or taken when the episode was playing.) The ugly yellow subtitles are also a reference to the early 2000s fansubbing community and in some cases ADV Films (and Funimations subtitles for the 2003 FMA series.)
Early anime especially (and Western cartoons for that matter) could be prone to having blur issues and colour bleed problems (colour outside of the outline) due to the way the animation was produced as they were drawn by hand on Cels. This also meant that the colours could change dramatically when they were filming the Cels, and if a Cel wasn't aligned properly blurring.
Therefore in order to get the same sort of effects I used filters to change the Saturation/Hue, Colour Balance and Brightness/Contrast of the colours I originally put in. For example, on the "flats"/non edited version, Peach's hair colour and her dress actually match her official colours, but here I've purposely made them look off.
In fact this brings me to my next point, things like colour choice, shading, style, outline weight, and the background are entirely dependant on what you want to convey with your art. If you look at the anime for the 90s you have quite the mixture of genre's and styles due to the target audience for example Sailor Moon vs. Gundam, and even Sailor Moon vs. Cardcaptor Sakura, Fushigi Yuugi vs. Dragon Ball. Likewise the colouring/shading on the character either matches the background or it clashes.
I decided to make mine a slight hybrid of styles, focusing more so on semi-realism (mostly on the face propotions/position) and shounen due to many of the 90's screencap art taking inspiration from Sailor Moon. As much as I love seeing them and Sailor Moon, I wanted to do something different.
Finishing effects are also dependant on which direction you want to take your screenshot towards. I've used the noise filter here to make the picture look grainy, slightly softer and of a low quality. Blur should be used sparingly and controlled -- you could use it to show a dip in quality or as depth of field.
You could also use an image/photo editor (I actually used a program called Photoscape in this case.) Some programs allow you to use filters like 'cinema' and 'cross process' to change colour/tone/hue of the art, and bloom to retouch the image. However, each piece of art you produce may require you to change your process due to colours and how the filter changes the art.
Finally the size of the image is entirely up to you and you can find some examples online of what sizes anime was drawn in. Unfortunately I'm blanking on where I found said information but if I remember I'll re-reply to you. The cinema/line bars at the bottom are optional, and could also potentially be positioned to the sides instead of the bottom. This was due to them being made specifically for smaller TVs and not the widescreen ones we have today.
There are actually tutorials floating around on deviantART and Tumblr which show examples and the process a bit better than my long-winded explanation, but I thought it'd be unkind to say "go look at tutorials" when you asked me specifically Search for things like "Fake Anime screencap", "How to make a retro anime screencap/shot" or even something to do with making fake cartoon screencaps and it should pop up.
One last thing I can say for certain is you'll probably have a lot of layers with overlay/soft light and anything else that you find works for you. So save often and try different things.

And from that day on the Mario games lost their "Suitable for 3+" age rating.
Mario was never allowed to have any dialogue outside of "Wahoo!", "Let's-a-go" and "Yippee!!" alongside random screaming, "gibberish", "approved dialogue" spoken under direct supervision, and sometimes weird grunting (super mario sunshine insp.) for a very long time. Of course everybody else had a pretty good idea what he was saying. Then the fire nation atta---

Oh don't get me wrong I agree with you!
I think the problem lies in the fact that Nintendo wants to keep several of the characters "reusable in different situations" -- mostly Mario, but I think it applies to the others too. So they don't want to . . . "develop" their characters or add extra world building elements too much. Luigi might be the slight exception to this but even he sometimes gets hit by this 'block'. It probably also doesn't help that Bowser only ever has three things in mind, kidnap Peach, rule the world and destroying Mario, so the story/plot "has" to revolve around at least 1 or 2 of these things. Actually, now that I think about it, translation differences might also be a problem to 'story development' too so they keep it 'simple'.
I will say however, that the one's that act more like RPGs do try to build upon the story more -- including Bowser's goals at the time -- especially certain Mario & Luigi titles (I'm picking on them because I've only played the "unpopular" Paper Mario games), but I feel like it won't ever spread to the other ones and/or won't go more in depth. Partly due to Nintendo's stance on their characters/the Mario series, differences in translation, and the fact that there are some gamers who only playing games for the game-play . . . or graphics. Not story. It's a shame really
(I'd like to be proved wrong Nintendo. . . .)
But anyway I feel like I'm digressing slightly So I might as well ask you: what would you do to add to the story?
(I'm not being sarcastic or condescending about it btw. I'm genuinely curious.)
I'd personally add defensive weapons to her castle (to build upon your security idea) or you know . . . find somebody who can cast powerful magic and place a magical force field around her castle (or find a magical object that can do that) . . . seeing as magic apparently can't affect other magic or magical objects in their world.
PS// Oh yeah. Nintendo also likes keeping the Mario series more on the "Family Friendly" and "Kid Friendly" side. so there's that holding it back too.

i don't count the rpg games for the story (even if they are better).
but it could be something like paper mario 2 or super paper mario.
with a new villain who wants to recreate the dimension in which mario is in.
