It looks like VCV, all you gotta do is go to Tools > Built in tools > suffixbroker > and check Remove Prefix
To sharpen the sound so it doesn't just sound like vowels, go to Edit > Region property > then click clear > then click the details link at the very bottom > then where it says STP put 0 > then click ok
If you have little red flags over stuff after that go to edit > mouse over region > select reset envelopes
That should help you with turning VCV into CV c:

the problem is your computer dosent read japanese symbols so when you downloaded the ust it got screwed up.... i had this problem with defuko when i first downloaded her, you nead to change your local to japanese

It's for VCV. if you want an ust like this CV, just go to Tools > built-in tools > SurffixBroker > Remove Prefix (This doesn't work with Romaji usts)

Well, you have to convert it to CV. One way is having the VCV to CV plugin. But another way is how ~Glycyrrhizicacid just suggested it.
Also, I suggest you change your system locale to Japanese, so that it doesn't show up a gibberish. o3o

If the ust is VCV and the UTAU is not, such as CV, you have to change the ust. You're computer doesn't seem to support Japanese, I don't think I'd be able to help you unless you were able to fix that.
