Actually, they turned that whole Fargo film into a TV show. Not sure if it would be as interesting as the movie itself, seeing as how they had to take 1-2 hours and spread it out into seasons.

I'm positive it's a reference. That's to a t the same police uniform one of the main characters wears and it's the same over-done Minnesotan accent. You should watch Fargo. It's a great movie.

Wouldn't call it a reference based just on this (doesn't everyone in Minnesota speak with such an accident?), but Candylux said the BGM is referencing the movie's BGM, so I guess it is.
I won't watch the movie, though. I'm only interested in ponies and I don't need to watch the whole movie to get the reference.
