Description (SPOILER WARNING)

As of now, Touya Todoroki canonically possesses both fire and ice, to say nothing of "Phosphor" (the fusion of both invented by Shoto). The last thing I would want is for him to be another Shoto, but since he has the same elements, I want to envision the most optimal distribution for them. In short: Fire for offense, Ice for preservation, and Phosphor for armament.

To elaborate on this idea, Dabi will NOT use ice on its own for attacks--no giant icebergs or massive blizzards outside of Phosphor (more on that later). His main thing is still playing with blue fire in broad range. The ice is only to prevent his body from being further burned (if not accelerate his healing), which may sound counterintuitive if he didn't already generate ice in the middle of bursting out flames strong enough to burn Endeavor (he said it not me). In other words, now Dabi can abuse his nuclear fire Quirk without the very repercussions Endeavor tried to avoid; it's honestly to the point of his "creation" in the purest and most extreme way possible.

If that doesn't make him broken enough already, I reiterate that he canonically has Phosphor as well. Since I'm distributing fire to offense and ice to defense, I want the elemental fusion to bridge the functions as well. Hence, I picture Dabi creating weapons and similar constructs out of Phosphor, effective for both more reserved combat and parrying.

Storywise, it does look like the battle against Dabi is finally over. And yet, he had only just manifested the ice factor of his Quirk, which to me just warrants more ambitious revelations. The final battles against AFO as well as Deku vs Shigaraki should still happen, but for the final FINAL boss of this whole story, I would personally love it if turned out to be this version of Dabi, more or less.

Everything about him so far has been a list of repercussions and fuck-you's to Endeavor's faults bottled up into one. Endeavor used his finite fire tolerance as an excuse for not surpassing All Might and here's Dabi continuing to attain stronger flames despite having the least ideal body for it. Endeavor aggressively sought an ice half to balance his "backfires" and here's Dabi finally manifesting his ice under the most nightmarish circumstances. Despite all this, this pattern can still continue in one more fatal straw: If Dabi recovers, comes out with the distribution I drew above, and outclasses even All For One (to say nothing of All Might), that would mean Endeavor's obsession with surpassing the Number One Hero has instead led to the new Number One Villain. (At the very least, Dr. Kyudai Garaki did say that not even AFO was willing to claim Touya's unbalanced fire Quirk for his own safety.)

While this whole explanation purely follows the Todoroki's side of MHA instead of the larger picture with the OFA vs AFO war, I'm supposing that Horikoshi poured a lot into this whole subplot for the sake of preparing Dabi as the true final boss at the end of everything else. The Quirk package Dabi inherited from birth is... well, a package, but I'd find it more impressive if someone who hones his OWN gifts into monumental power became the ultimate enemy (i.e. the truest Plus Ultra villain) instead of the big threats who have now acquired other individual Quirks externally. On an another note, the Hero career has mostly been defined by protecting civilians from danger and stopping bad guys. While fighting Dabi would be no exception, he is the long term product of another hero's jealousy for the number one spot. Just an additional thing for a top tier hero to be careful of, but one that's more easily overlooked, and Dabi will be the most extreme example of its consequence. 

Powers aside, I would also argue that Dabi may already be a darker villain than even Shigaraki and AFO. The latter's goals are simple: He's greedy, selfish, and power hungry; wants the world to be his. However, as evil as he is, his crimes generally follow a pragmatic basis. Tomura Shigaraki is a lot darker, since he only wants destruction for the world; yet even then, his crimes (most notably murder and destruction) have been in response to a fight, payback, or collateral damage. But Dabi will go to town and just burn random "candidates" alive for far lesser reasons than either of the other two, just for a record to shove in Endeavor's face. Nevertheless, he's also similar to Shigaraki in his willingness to destroy his target without regard for his own life.

My only caveat with this idea is that I've always seen him as be Shoto's foil and archnemesis on a one v one basis, which is why I had invested in Shoto vs Dabi more than anything else in the series. But now that Dabi has more than just blue flames going for him, if he does become the final boss, he'll be way past the point of my 1v1 ideals if he isn't already.
