I'm using Krita.
And, I'm not sure how to actually save/export it as a gif/mp4 so, I'm making it a gif using this site: gifmaker.me/
I usually set the, "millisecond" thing to 30 or 0.7. Yah, I'm just as confused as you are on that... 30 to 0.7 is a big difference but... (Shrug) I dunno... This website is a bit wonky at times. But, it works.
I render the images in Krita, then upload all the frames to this site.
