For a chibi, it certainly has that chibi style down, but this one is so overdone and looks so generic, i can't really give it a high originality rating. It also seems to lack basic anatomy, as seen in the arms and feet. They don't work like that. And also, chibis should have at least some defining gender specific features such as hourglass hips and broader shoulders.
As for the shading, I can't really say much other than work on it. Shading adds a level of depth to pictures, and for well done chibis, it's an essential. I just don't see a high level of work done here.
However I will complement you on the color choice, that is done well.
Overall, I am neutral on this picture. It has potential, but a lot of work needs to be done.

This is absolutely astonishing! At a first glance the picture looks as if it were a complete scene staged by a professional photographer or painter, but when you take a closer look, each separate picture is revealed, but still blends together beautifully.
The placement of everything seems to be prefect, from the position of the women to the position of the little lily pads and little stones.
The picture itself looks like a scene from a fantasy film or movie. The hazy, fog filled background makes the woman command a bolder presence, and because of the red/pink coloring in the background, the green of the moss and blue of the water stands out. Also, because of the picture the swan was originally in, it seems to glow in the picture, which only adds to the mystical feeling of it.
If I were being really picky, I'd say that the swan seems to draw the gaze away from the woman a little more than it probably should... but overall, I love it~ :3

A cute chibi, a cute cute chibi girl
I think the idea of a chibi with a transparent background is really nothing new so let me just skip that vision,originality and impact stuff.
It is a fine chibi work but it could look even better with some practise.
Parts that you could improve on are the face, the hands and feet,shadows.
The face is shaped like a nearly perfect circle. Something beginners love to do with their chibis. If you prefer those kind of chibis that is fine as well, i personally prefer the semi-realistic chibis that do not have a circle head. There are a few types of chibis. One is semi, they have a normal anime head but a tiny body, and another is the typical chibi with a big head but some typical elements. I can only suggest to search deviantart for chibis picking out some you like and paying attention to their head shape.
So let's just say the head is fine and you wanted to have a big round head. The eyes are still not matching it very well. For one the eyeshape, but even more iimportant is the shape of her lashes. Coping the lashes can lead to such mistakes as those, to make her lash appear on the wrong side. I can only suggest checking deviantart for tutotials on eyes and faces here.
Your shadows are very pale and they are needed everywhere. I am still scared to overdo it with the shadows myself and i know that when you are not sure where to place them you like to use pale shadows and blur them till you can't even see them anymore, but with practise you get used to where the shadows are.
Still i think you should try to use darker shadows. Especially on the cloths, where folds appear and on the skin too. I also noticed you use a dark skin tone,and a grayish shadow tone. Try a more orange or slightly pink tone, put it on multiply and draw shadows like that. I found out this looks way more natural than the typical grayish tone.
With the hands and feet i probably don't have to say much. They are fine,especially for a beginner chibi but with some practise they could look even better.
I wish you good luck with practising and creating more cute stuff like this. With some practise shadows and faces will look better and better so just search for tutorials and keep on drawing ~

Here are the details of an average-good. Why do I think?
Well, I do, but unfortunately I do not like the empty space behind the figure, because the image becomes very informative and in fact has little to tell the picture. The only thing that saves this style of drawing the characters, which is done very well. I drew attention to the line here, patterns, details and more. If for this character was some background even a modest release, it would be better, and how much it has to other critics are appreciated. Shows a good image, despite the fact that there is no background, there are only optionally these small stars, which add some pep to impart the form of climate. It could have been better, but it's not bad.

It's normal there is no background, since the chibi will be re-used in other work. Almost all chibis don't have background o___o
