The Dawn of the Silver Age saw Wonder Woman losing her powers and becoming more like April Dancer or Emma Peel, a globe trotting heroine and woman of action. Sales were not terrific, and DC decided to return Diana back to her star-spangled self. She got a sister (Nubia) a job at the UN, and a new romantic interest in Morgan Tracy--who barely noticed Diana. But the Justice league wanted her back. With her faulty memory, Diana insisted on a series of trials to prove herself worthy of rejoining the League.
Each "trial" would be monitored in secret by a member of the JLA (causing some interesting Superdickery moments) until the League was satisfied she could handle herself as well as ever.
In Wonder Woman v1 #212 (July 1974) It began. Superman monitors Diana as she stops an assassination attempt on a female Prime Minister coming to the UN. The whole attempt is to divert the world leader to the Casbah, a swanky new nightclub in Manhattan.
The Casbah is run by the ruthless Cavalier (snerk) a villain with a seventeenth century attitude and the subtle ability to control women. Seriously, this guy dresses like a dandy, has no powers, and wouldn't even be a challenge for the Blue Boys. It's never stated if he's the same Cavalier from Batman, though he dresses differently--and I don't think he's the same one. This one has all sorts of modern weapons hidden in his Cromwellian outfit, and doesn't attempt to use his Svengali like powers on Wonder Woman until the end (Whereupon she decks him)
I just thought he needed to be brought up again--and I wonder if he COULD defeat heroines with his "power" so long as he didn't look so goofy.
