Even if water isn`t visible, from my point of view that photo connects with the theme in a conceptual, symbolic way, through some still life/objects near the cat > the cans and buckets
Since the winners are voted by the members I guess some of them chose to give their vote to that photo taking into consideration their own criteria and reasons
