Yes, because all the other pictures were focused on other subjects, instead of directly him. This one is focused only on him, and he is performing a pose not natural to him and your usual way of drawing him. So, now i can see how really he is. If this were to be animated, this would be the looks of him the majority of time, with all the small imperfections and details common to real cartoons.

Yeah, it looks kinda low budget. It has a very outdated look for a 4 year old show... You have a point.
But i don't think this is all about being recent or not. Just look at The Last Airbender and Girls Und Panzer. They look very good and modern.
And it's good to compare the modern Doraemon with the original ones. My favorite artstyle for it was the one used in the 90's.

Ah! I finally remembered yesterday! The cartoon series i was talking about was Last Exile. That show was awesome all the way! Kinda short on episodes, but the ending was great.
