Considering he's a merboy now, is it bad for him to spend a long time up on the surface

No, as long as he can keep himself cool and hydrated. Like Humans, Merfolk need to be hydrated... except where a Human can go about three days without water, Merfolk can only last about 12 hours. The Body Temperature of Merfolk is also a good 30 Degrees higher, heightening the need to keep cool so they do not get Heat Exhaustion. As long as Jacob stays near water, he should be okay for a good long while!

Makes him (and me) wonder if he'll remain a merboy if he finds his parents. If he does would they keep him in some pool or bath tub

Well, there are 2 problems with a pool or tub.
First, Since he lives in the ocean, he needs Salt Water now, rather than the Fresh water we need. Anyone who's ever owned a salt water fish tank knows how ridiculously hard it is to maintain one of those!
Secondly, the water may become too hot for him, since standing water tends to heat to room temperature fairly quickly. Unless they are just going to keep dumping Ice Cubes into it, it would make a pretty bad long term solution!
And as Yu said, there is no known safe way to turn a human back into one, not without causing serious damage, even death!
