Cream is going to make her debut in IDW #18. I read the blurb for it on the Wiki, and in the list of characters that will appear, Cream and Gemerl are among them.

Ray is unfortunately not showing up. In fact, I've heard he and other obscure characters aren't even allowed to. My apologies.

Tails, Amy Rose and Blaze are confirmed to be in the IDW series. I would also like to see Cream and Silver in the new series. Maybe some of the others too.
However, Sally and Bunny Rabbot returning may or may not be very likely. We'll just have to wait and see.
