I told my friend she's surrounded by tall people because she's 5'1 and the rest of us are 5'5-6'0 so she had the same expression Toshiro has in this picture.
Now she's complaining about Sajin's height. A girl of 5'1 and a werewolf of 9'5... Yeah diffidently Toshiro next to Shunsui difference.

Toshiro is only in the lieutenant's meeing because Rangiku was to hungover to make it, adn then i think it was Omaeda and Renji got into an argument over which division had more money at their disposal (which was completely off topic by the way) and the Toshiro decided to go and knock down the fourth wall XD
