I searched everywhere but I couldnt even find an Eevee ;~;

On Fire Red, you have to go to Cerulean City and find the back entrance to that big apartment. (Y'know, the apartment where that old lady gives you tea)
It's not that hard to find back the entrance...once you do, climb the stairs and there's a little building thing on the roof. Go in and take the pokeball on the table. It contains an Eevee. AND THERE YOU GO.
That's how you get eevee in Fire Red and Leaf Green...I'm not so sure if it works with other games...
