I think it was basically an attempt to increase his powers. He's just as strong as his siblings, but let's face it, Shendu was power hungry in the best of times. My guess is that he absorbed the spirits of the original animals of the Chinese Zodiac in an attempt to conquer his siblings and rule over the remainder of the demon sorcerers. Being the demon of fire, his acquisition of the first talisman of combustion would have been the easiest, as he was the ruler of all the world's dragons. From there, he would slay and absorb the powers of each Zodiac beast one by one. However, this process also had a critical weakness. By absorbing the spirits of the Zodiac, his powers became decentralized, and extracting the powers of the Zodiac animals robbed Shendu of many of his native powers as well as those that were acquired or taken.

My theory is also that he's the youngest of the bunch given his behavior as a petulant schemer.

Rat, Ox, Tiger, Rabbit, Dragon, Snake, Horse, Sheep, Monkey, Rooster, Dog, Pig
