Both of them were great conquerors in life, clad in golden armor, uniting the people under an Imperial banner. Long since they passed, both ascended to divinity, worshipped as the single greatest human in their lands' history. Even though most of their identity is shrouded in mystery, both of them are still remembered for their deeds (and less savory actions) in the modern era.
Also, both were born as extremely gifted individuals (God-Emperor was born a Psyker, allowing him to tap into The Warp. Talos was a Dragonborn in life, granting him access to the Thu'um), but they have since sustained injuries that severely crippled their capabilities (God-Emperor was fatally wounded by Horus, and now exists as a carcass kept alive by machinery, with him only retaining his Psyker abilities. Talos sustained injuries to his neck, making him nigh-unable to speak or utilize the Thu'um, but still led the Empire until his eventual death).
