I'm trying to figure out how far into the future the story should be

Well, let's consider these.
1) Do you want the children to be Guardians?
2) If so, how old do you want the girls?
3) Are these girls related to WITCH?
4) Are they the daughters?
When it comes to next gen, it doesn't automatically mean the new Guardians have to be the daughters. Having gone down that road one too many times, and seeing how cliche it is, I would warn against using mother-to-daughter plots.
In my recent next gen, SHLTR, the girls are not the daughters of WITCH. In fact, only one has any biological relations to one member, but that's it. In another one, which I haven't posted yet, while the girls have children, few actually have daughters, and instead end up becoming tutors to these girls.
This type of path is actually more interesting, because it hasn't been done as often, and you can explore relationships with more complexity.

I was thinking of doing the new Guardians as people who have never met W.I.T.C.H., who are in college. I think one is a distant relation of the W.I.T.C.H.

Okay, here's another important thing to consider. Why did WITCH decide NOT to be Guardians anymore. Most people go for the easy, "They were tired of it," but in mine, I have something nasty happen.
Example; in SHLTR, during a mission tragedy strikes and our heroes lose people very close to them. In JESTR, (one not yet posted) the girls had left because a villain forced them to.
It doesn't have to be, "Guardians lose a member," tragic, or even, "Guardian loses a loved one," tragic. It could simply be, "Guardians depart because of anger towards council." Remember, the reason why they left can become a conflict for WITCH to deal with in future stories, and also something the new Guardians could struggle with.

That's the key to a next gen. An next gen can only become one if the old gen stepped down. You need to consider a good reason why they would. ^-^

One final thing that is KEY.
The villain(s). Now some people use the next generation of villains (they have some relation to the previous bad guys), others use new villains. Me? For SHLTR, I used former allies as some of my major villains. Nothing says "mindf***" like turning good guys into bad guys.
But the big thing is, who are the bad guys? Are they episodic, minor, and not all the hard? Or is there one great mastermind pulling the strings?
