I dunno, the artist comments talked about the glove.which was not included. Or something like that.
(i think Britain is the little guy.) The speech bubble is: UNITED STATES!!!
It's usually 美国 in Chinese but the artist used 美利坚 in this art.

but looks like America is resenting of China and Russia being together. 怨--- the words around America -- mean a resentful feeling.

OHOH! I JUST HAD SUDDEN INSPIRATION ABOUT WHAT THIS MEANT AND I HAD TO INTERRUPT..XDD

The title of this is "214" which I believe refers to FEBRUARY 14, 1950 (yes I memorized this date, hehe) when the Sino-Soviet Treaty of Friendship, Alliance, and Mutual Assistance was signed, basically meaning that China and Russia would protect and support each other no matter what. Of course since this was a Communist thing, nations like America got really WTF!!

It's an old version of saying America. Not very popular anymore. My mother says it is a part of a longer phrase that people used to call America. I guess it was translating directly from the English Pronunciation.
