For Universe Eternity.The soul dealer or the soul broker, is an unknown individual that first appeared roughly two centuries after the Grand Galactic War. The soul dealer deals in selling the consciousness's or souls of people with knowledge, information, and/or skills to the highest bidder. No one knows who the soul dealer is, and every dealing has been untraceable, essentially a ghost.
None the less, this hasn't stopped those from theorizing about this individual, some say he's an agent gone rogue, others that he's a Meebi. In addition, some have even made illustrations of what he might look like, with this one being one of many made over the years.

No, he does not eat souls, he deals in them, but doesn't eat them. In fact, no one knows what it eats.

No doubt he keeps the most useful souls to himself and has knowledge that could topple governments in a single night...

No doubt about it is right. Some theorize that's another reason why the higher-ups can't find him or don't want to search for him, as he can destroy them with the information he has. On the other hand, if he had such information, he would've used it to take over the galaxy by now. Perhaps he doesn't have information on that kind of level (at least when it comes to the most powerful of governments anyway) or maybe he doesn't want to the rule the world, and just wants to do what he does. No one knows.
