Here are those who can controls or command the Heartless, this can extends to Grimm and Demonic Beast.-------------------------------------------------------------------
-Those who can seemly command the Heartless, Grimm and Demonic Beast but they are the ones who are using them, but only no longer see as useful they will abandon or kill them if have too.
Pete and Maleficent: Maleficent want to take over the world and engulf it into Darkness as she commands the Heartless, but she was unable to after Megia rises again, Maleficent also disowns Pete thus making him no longer command the Heartless but luckily he was found and joined by Bowser.
Salem: Salem was seen as the Big Bad due to her command of the Grimm and was feared but only on Remnant as there was greater enemies and she was able to mutate the Grimm but after her battle against Megia as he used the Soul Destroyer on her was able to kill her and once revived, she was unable to use the Grimm.
Danzo: Thanks to the darkness in his heart, Danzo was able to command the Heartless as his plan to revive Oltura, after his plan fails, he plans to kill Cedric and Pyra but one of the Demonic Beast jumps on him and both died into the hole where Oltura come out from.
Those who Slither in the Dark: Thales and other high ranked members of the those who slither in the dark have complete command of the Heartless as they serve Salem, but once Salem's downfall come, most Heartless, Grimm and Demonic Beast have rebelled against those who slither in the dark and wiped out most of them.
Sugou: Sugou wanted Asuna for himself and keep Pyra's sword from Cedric with the help of Caroline, Sugou was able to control the Heartless as he used them at Team Aegis but once there was less Heartless but new Demonic Beast and Grimm as they smelled negative emotions. Once Sugou forces was broken and the Team lefted, he was alone with the Dilophosaurs both real and SDC versions as they killed and ate him.

Those who truly have complete command of the Heartless, Grimm and Demonic Beast and even created them, they are loyal to their masters as they have a complete mastery of the Darkness.
Emperor Palpatine/Darth Sidious: Darth Sidious have a mastery of the Dark Side and was able to truly command the Heartless, Grimm and Demonic Beast as they are afraid of him. But this also meant that his allies can truly command them, like Count Dooku, Darth Maul but the only one who choose not too was Anakin's Nobody, Darth Vader.
Xehanort: Xehanort have a complete command due to his commitment of the Darkness, he can also master the Nobodies, and unversed.
Sir Isaac Ray Pelham Westcott: Isaac have command of the Heartless, Demonic Beast and the Grimm as he want to harness the power of Arceus himself, he was able to use the power of Dark Creation, as he wishes to forge a new universe in his image.
Sombron: Sombron was able to create and use the Heartless, Demonic Beast and the Grimm, he and his allies like evil Vayle, Zephia, and even his inner Circle. But all of the credit by his apprentice.
Megia: It's simple, Megia is a Primordial God of Darkness, all of the Heartless, Grimm and Demonic Beast are all of his creations, thus he have true complete command to them all, as for example if Megia asked them betray those who are under order too, they will obey him.
