It's all in the brushes! You get a blank layer...
Change the brush color to white
Choose a preferably small default brush
then go into the brush panel and
go to brush tip shape and put the spacing ALL the way up
go to shape dynamics and put the size jitter ALL the way up
You can also go to other dynamics and change the opacity jitter if you so desire
and then
BOOM! Perfect Stars! (for a non-outer space pic anyway XD)
This way you can put as many or few stars as you want. You have more control and it's easier to alter ^^
