For skin parts always check both, the NiMaterial properties being "skin" as well as the NiTriStrips/Shape's name being something with "foot" (as this is likely for use with a body mod), so the game engine will take over and make it actual skin.
In general this should also take care of any material and coloration settings, but it's not absolutely sure. Can't hurt additionally to -naming- it "skin" to also set all material properties the same as in the body mod's NIFs.
And especially I'm not sure in how far the game engine can get rid of -additional- properties like for example the "blend mode" of the NiTexturing property or the like. All of these can also be used to create such "radioactive glow".
