T.o.P. happened much later. Ranch and Trunks worked well together, enough to defeat G.o.D. Toppo and push Jiren. Tho in order to defeat Jiren they had to fuse and became, SS God of War Raunks.

Here the T.o.P happened much later due to the fact that Future Beerus appeared after Zamasu and trained Trunks starting the DBSuper story arch in the future timeline. After fusing they combined the forms of SSGSS and Mastered SSJ Rage and became a pseudo God of Destruction.
This form, while being a pseudo or fake version of a God of destruction; is it's own thing. After coming into contact with different type's of God ki including Destruction ki. With their combined minds as Raunks, was able to uncover it's secrets.
Future Ranch and Trunks grew up in a wasteland, filled with fear and destruction. A war for survival against the Androids. Every waking moment in their lives was filled with life and death. They were warriors, soldiers, and the only source of hope for the people to look up to. Time and time again they fought, and eventually they won. Only for it to go up in flames again with the appearance of Zamasu. Now with the Tournament of Power they could loose all that they had worked so hard to achieve. They became sick and tired of loosing those they hold dear.

As their war for survival had started once again, they BECAME the embodiment of War, war incarnate.
