It's in reference to these exercises I've been doing lately, the best examples being the last 6 or so: 



Basically, the entire composition is simplified into three values: light, medium, dark. Without any blending of the values, this sketch should be able to tell you (for the most part) what's going on in the image, where the visual focus is/isn't, and be visually interesting to look at. It's essentially the guts of your painting and strongly determines whether or not the image will be visually successful. 

In this painting, the Sylvari is the main focus - everything else isn't as important. If you were to turn the image black and white and simplify it into three values, she would be the most contrasted figure. She would be composed of all three values (strong contrast draws focus), while the background and the tree she's on are only two values (less visual focus). Strictly following these values as a guideline, I can then paint on color hues that match each value. I don't want to stray from or improvise on the value rough while painting or else it can throw off the entire composition. You'll either end up overworking everything or the image will end up failing in the end. 

In other words, "keeping continuity between values".

Kind of a long answer, but I'm planning on doing a step by step at some point and will probably just copy pasta this.

Don't have the time anymore, but I did play GW2 a lot when it first came out. GW1 was actually what got me interested in digital art in the first place.
