Not that I want to be overfastidious, but that kind of punishment was an actual torture used in the middle-ages. And it's terribly painful.

but this kind of torture is longer and far more painful, and it's easier because you haven't to do anything, just to let the goat lick. A goat's tongue is rough. Sometimes they won't stop licking before getting to the bones.

Goats eat anything. Blood tastes salty, and goats like it. In fact, in the actual torture the victim's feet were covered with salty water beforehand.

This scenario doesn't appear in Twain's story, but here's a fanfic caption for the wonderful illustration:
"When the boys had miraculously returned 'from the dead', there was general rejoicing and prayers pf thanksgiving; but this soon turned to resentment as their prank had caused the townfolk so much trouble and their kinfolk such worry. Thus, a fitting punishment would be required.
The old-fashioned stocks that sat down by the riverboat landing would serve the purpose, and the Tom and Huck, being the masterminds of the plot, were locked up there for all to see. Seated upon the slightly raised wooden platform, the boys' ankles were held fast between two stout wooden planks, and their wrists were shackled behind their backs. They could do little but struggle and squirm helplessly, as sundry townsfolk and passersby mocked and berated them. Later on, their misery was compounded when the sheriff decided to teach them a lesson. As they thought it was so funny to make everyone think they had been drowned, it was decided that they should be 'made to laugh' at their own thoughtless prank. This was accomplished by soaking their feet with warm water, and then rubbing salt into the skin. Three goats were then produced and brought forward, and they soon enough discovered the salty treat and began to lick it off, tickling the devilish rascals against their will. Both boys hollered and begged for mercy, and swore as best they could through their laughter that they would 'never play such a trick again'...but everyone knew better!"
