I really really tried to get this done for Halloween, but I couldn't make it
and at about 4am last night I realized his look was heading in the wrong direction. I need to make him lankier, change the stance, less bulky torso, there will be stich-esq designs added, and etc.So heres my first attempt at the Scarecrow Gotham Gear, its got a lot wrong, and needs a fair amount of work before it looks like a proper Scarecorw Mech, but I thought I would share the HORROR that is my half finished work file.

So as I have been unable to find a finished version in your gallery I'll assume this was never finished and you're still accepting input! First off let me say that your work is excellent and this "gear" is masterfully crafted. However, like you said yourself, I think its going in the wrong direction. Lets start with what makes the Scarecrow the Scarecrow...chemistry and fear. Even in Batman: The Animated Series, Jonathan Crane used chemicals and toxins to incite fear in his victims. From what I see in the current iteration of your Scarecrow you may have been going for a spider theme, but the Gear ended up more as a giant tank (worked for Bane Gear) and strayed very far from what the Scarecrow emulates.
There are two ways I can see this being very successful if we're talking totally new direction: Tall and spindly, or hunched menacing. The chemical/toxic element of Scarecrow's character could be a bigger part, but accentuated with your style. Perhaps belching clouds of toxic fumes or riddled with long, thin, sharp objects used for administering his fear inducing serums. Large glowing eyes (yellow/orange?) and a menagerie of poison filled tubes (you could make those green or sickly orange) could be a fitting addition to this Gear as well. Keep the brown scheme though, that works very well and could make other colors become very intense. There are also a few elements in the Joker Gear that could work very well on Scarecrow such as tattered cloth and teeth (a hood would be a good call). Lastly, I think a scythe is an great prop for the Gear to be holding or have holstered on his back.
So again, assuming you haven't finished the piece, good luck with completion!

I agree with *Gmrmnd7! You should make the Scarecrow; tall and spindly, (and also make him triple jointed, to really give him that whole "Exorcist" feeling!)Β
now for his appearance.

Β 1st keep it down to him having two legs.

Β 2nd, his eyes, tubes, and fear toxin colorsΒ should be a glowing amber color, (but with red accents.) Absolutely NOΒ green color whatsoever!

Β 3rd, you should cover his body, with tattered/torn/stitched up cloth and leather. (or burlap, either way he needs a scarecrow mask!)

Β 4th, his cloth and leather/burlap coverings, should have "autumn harvest" colors. (Orange/Amber, Yellow, light and/or dark Brownish Caramel wood, and Black. NO GREEN!!) (BTW a semi shortened, yet torn blood red hooded cloak would be sinister! - In a good way!)Β

5th, and finally, yes! Give him a SCYTHE!!! (And maybe two throwing axes!)

I realize im probably quite late on this comment, but in case you've sidelined this drawing, ill trow in my thoughts
With the scarecrow being all about hallucinogenics, it would be interesting if he was a fairly small, nonthreatening frame, that after deploying his toxins, would 'bulk up' in a way that may not look too threatening normally, but would be terrifying under the effects of his fear toxins. Thus allowing him to be strong without relying on combat abilities (Like an animal puffing itself up to look bigger). As its all technology it might be a signal rather than gas that transmits a virus that alters the perception of others. This could incorporate some form of antenna or transmitter into his design.
Anyhow, ive been loving the stuff.

If your lisining maby go for a hanged man look with a freddy hand with tubes and chambers for his gas and some broken parts to add to his scaryness. Scarcrow main weapon is his gas so it is a good idea to highlight it.

I always think that Scarecrow must represent fear itself. You really got the spirit of making a robot-like version of him.

As others have said...Give him a lankier figure. I like the spider-y idea from below, my idea is to give him more of a syringe idea, as in Arkham Asylum, he had a glove with syringes for the claws, which were actually used to inject his fear...erm...poison crap or whatever.
Still, great job as usual!

What I'd recommend is going for a more creepy, spiderish, slim, pointy look, and forget the bulky feet and body as you said. It has to be a creepy crawler that sneaks behind you and backstabs.
