He's an antagonist to the three main characters (The Triumvirate) in the comic but technically he's a good guy because the three main characters get up to some pretty shady shit. He's a vigilante called The Waif and he's the only guy to ever successfully evade the Triumvirate. It is obvious as to why he is called The Waif.
