Before Jr met his friends, he was very bitter. Octo Valley was falling a part, his adoptive mom disappeared for a few years (she's back now), his adoptive dad couldn't be as involved as he would've liked since he was busy helping out his birth dad, and his birth dad was pretty much neglectful. He was very lonely, his dad left him to do lookout duty, and he hated Inklings for banishing Octarians down in the Valley, so he didn't really have a reason to be happy. I guess in this picture he got really frustrated and he's angry crying.

Things are going a lot better for him now, though.
